Early Notice and Public Review of a Proposed
Activity in a Designated Floodplain or Wetland
To: All interested Agencies Groups and Individuals
This is to give notice that the Town of Wheatland and Platte County have determined that the following
proposed action under the 16th Street Reconstruction Project which includes street, curb, gutter, sidewalk,
storm drainage, water, and sewer improvements. This CDBG project is located in the 100 year and 500
year floodplain and a fresh water emergent wetland, and the Town of Wheatland and Platte County will be
identifying and evaluating practicable alternatives to locating the action within the floodplain/wetland and
the potential impacts on the floodplain/wetland from the proposed action, as required by [Executive Order
11988, as amended by Executive Order 13690 and/or Executive Order 11990], in accordance with HUD
regulations at 24 CFR 55.20 in Subpart C Procedures for Making Determinations on Floodplain
Management and Protection of Wetlands. The proposed project location is on the east and west side of 16th
Street in the area between Swanson Road and Cedar Street in Wheatland, Wyoming, County of Platte. The
extent of the FFRMS floodplain was determined using a FEMA floodplain map and NEPA wetland map.
The project description is listed above and is intended to improve safety on the roadway and improve and
extend the life of the existing utility infrastructure. The floodplain is impacted by .022 acres and the wetland
will be impacted by .01 acres. The potential of significantly impacting the floodplain and wetland is slim due
to the infrastructure already being in the relative area.
There are three primary purposes for this notice. First, people who may be affected by activities in
floodplain/wetland and those who have an interest in the protection of the natural environment should be
given an opportunity to express their concerns and provide information about these areas. Commenters are
encouraged to offer alternative sites outside of the floodplain/wetland, alternative methods to serve the
same project purpose, and methods to minimize and mitigate project impacts on the [floodplain/wetland].
Second, an adequate public notice program can be an important public educational tool. The dissemination
of information and request for public comment about floodplain/wetland can facilitate and enhance Federal
efforts to reduce the risks and impacts associated with the occupancy and modification of these special
areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions
taking place in floodplain/wetland, it must inform those who may be put at greater or continued risk.

and the environmental review documents may be reviewed from 7:00 a.m. – 4:00 p.m. Monday through
Friday at 600 9th Street Wheatland, WY 82201. Comments may also be submitted via email at
